Representative Tram T. Nguyen (D-MA)
First introduced in 2023, this bill requires fashion manufacturers and brands exceeding $100 million in global revenues to carry out human rights and environmental due diligence for their apparel and footwear products. Those that do not comply with the legislative requirements may result in penalties such as requirements to cease relationships with non-compliant suppliers, penalty fees etc.
Key Aspects
Map supply chain through Tiers 1-4 of production (finished product manufacturing, material manufacturing, yarn and dying, and raw material origin).
Disclose all suppliers across the four tiers
Create and submit an annual environmental due diligence report to the attorney general—and make it publicly available on the brand’s website.
Create a Fashion Sustainability and Social Accountability Fund.
Latest Update
On February 26, 2026, the bill was issued a study order, which authorizes the committee to sit during recess and continue studying it. The vast majority of these bills do not make it out of the study order, so it is unlikely that there will be further committee action this year.
